Today, I was talking with someone, who like me, is somewhat new to the campaign strategy world, but she had already identified the "golden rule" of politics - the ones with the gold, get to make the rules! 

Granted, that is not always true, but I would say without reservation, having a lead in fundraising is the best way to gain momentum - and in fundraising, like in a campaign, momentum is very important.
